Assoc. Prof. Dr. Quanchai Leepowpanth, Second Vice President of the Council of Engineers, Thailand, represented the Council at the 110th Meeting of the ASEAN Coordinating Committee on Services (CCS), held from 16 to 20 June 2025 in Vientiane, Lao People’s Democratic Republic.


The CCS serves as a key ASEAN mechanism for advancing the liberalization of trade in services among Member States under the framework of Mutual Recognition Arrangements (MRAs). It aims to promote collaboration and facilitate the free movement of skilled professionals across the region.

During the meeting, updates were presented by various Sectoral Working Groups, including the ASEAN Chartered Professional Engineers Coordinating Committee (ACPECC), the ASEAN Chartered Surveyors Coordinating Committee (ACACS), and the Business Services Sectoral Working Group (BSSWG). The Council of Engineers, Thailand, played an active role in providing technical inputs and policy perspectives, particularly on matters related to the mobility of Thai engineers under the MRA on Engineering Services.

The COE’s participation in this meeting reflects Thailand’s proactive commitment to enhancing the professional capacity and global competitiveness of Thai engineers. It also reinforces the country’s support for regional economic integration through sustainable and effective workforce mobility in the ASEAN labor market.
